So far as a number of the allegations in your report are

concerned

take for instance that allegation about what happened

on the Sunday afternoon before Chinese New Year and the application

for forms of which they had an ample appply - would you be

prepared to say that that could reasonably be accounted for by

very great pressure of work, together with shortage of staff?

Pressure of work was largely responsible for this state of affairs.

Pressure of work and lack of organization as regards keeping the

head of the department informed.

That would be the store-keeper's job?

Yes.

About these receipts which were hurriedly got out on a duplicating

machine.

In one case you say they had not a printed serial

number. They did bear a serial number?

Yes, but it was in pencil I think or in ink.

aggravated risk of loss through the introduction of such a slip

shod system you insisted on personal initialling by Mr. Forrest?

Yes.

And so far from that being done they bore merely a chop?

A rubber stamp.

I cannot read them. Mr. Forrest could possibly tell you what

they were.
